Fondation Terre des hommes is an independent, neutral and impartial Swiss organisation dedicated to ensure meaningfula nd lastingc hanges in the lives of childrena nd young people, particularlyt hose most at risk. It works in 26 countries, including in fragile and conflict settings, linking humanitarian response with development and peace promotion. Its focus on maternal and child health, children and young people on the move, and access to child friendly justice is very relevant for the implementation of the Swiss IC strategy 25-28.

Hintergrund The international environment is characterised by numerous multiplec rises. The consequences of the Covid-19 pandemic, the war in Ukraine, the escalation in the Middle East, food insecurity, debt burden and inflation, climate change and the energy crisis are all having a direct impact on the world's population. They particularly affect the most vulnerable, mostly women and children and result in increasing humanitarian needs. Accelerated change is accompanied by increased uncertainty: The world is becoming more fragmented, unstable and unpredictable. Whilst the vision to reach the Sustainable Development Goals remains, challenges including the accelerating global food and nutritionc risis, shrinking civic and humanitarian space, the erosion of rule of law, violations of child rights, intensifying armed conflicts, more frequent climate-related disasters, international migration and internal displacement, exacerbated demographics and an important gender gap hamper progress in reaching them and pose a main challenge for all actors engaged in Switzerland’s International Cooperation. Tdh aims at meeting these challenges through supporting children and their families in matters related to health, displacement and internationalm igration as well as access to justice. By combining social cohesion, development and humanitarian action, Tdh aims to provide the building blocks for long-term solutions and resilience where they are most needed. Tdh will further engage in promoting locally led action, and innovative digital solutions. Gender and diversity will underpin Tdh's human/child rights based programming.

They are protected and supported by rights based, inclusive and accountable institutions.
Resultate des Engagement der Organisation der vorangehenden Phase

In 2023, Tdh reached over 5.2 million people in more than 30 countries both in development and humanitarian settings. Through its perinatal and digital health projects implemented in 10 countries, Tdh reached over 2.6 million children under 5. Independents tudies in Mali, India, and Burkina Faso show a significant improvement in the quality of essential health care provided to these children in 80% of cases. Over 75’000 births were assisted by skilled birth attendants, with the highest numbers registered in Mali and Afghanistan.

Tdh supported more than 520,000 children and young peopIe on the move, and theirf amiliesa nd communities. Their level of informationi mproved through increasing their risk’s preparedness and mitigationm easures. Thanks to Tdh’s mobile teams and referrals, the most vulnerable, including unaccompanied children, received multi-disciplinarys upport, including health, hygiene, education and protective services.

Tdh pursued advocating for the respect of the rights of children on the move in UN arenas (e.g.; Global Refugee Forum). 

Through the support of Tdh, nearly 8'000 children accessed non-custodial measures or received free, child-friendly legal assistance and over 7’700 professionals were trained on child friendly justice. Tdh also increased initiatives focused on digital and gender justice in all regions and worked on the 2025 World Congress on Justice with Children.

Across all Tdh’s programs and operations, 92% of children and youth reported that their participation in advocacy and research activities enabled them to be more active in creating positive changes. More than 88% of children benefitting from services aimed at strengthening their psychological resilience and weII-being across humanitarian and development contexts reported an improvement in their sense of safety and connectedness.

Followingt he escalationo f war in the Middle East, Tdh responded quickly and distributedf ood, first aid kits, baby formula, diapers and survival blankets to 5,000 displaced families in Gaza. The ability to quickly adapt and respond was possible thanks to Tdh's long experience, working in the region since 1973, and solid partnerships with local organisations.

Localisation: Tdh worked closely with its four delegations of Bangladesh, Nepal, Albania and Hungary on locally-led development and has provided specific trainings for partners. Tdh collaborated closely with SDC and Swiss NGOs to promote the localisation agenda, and it shared its own journey on localisation. Tdh also contributed to the localisation agenda in international fora a (e.g.; ICVA). 

Gender equality and PSEAH: Tdh has updated its Theories of Change to ensure that gender is mainstreamed. It also expanded its Complaint, Feedback and Response Mechanisms toolbox with a self-assessment and a mapping. Tdh’s Global Ethics and Compliance Office revised its incident Management procedures to ensure allegation assessments and triage mechanisms of referrals and investigation. Tdh established a safeguarding committee and an integrity committee to advise and support conclusion and resolution of cases.

  1. Health: Newborns, children under 5, and pregnant and breastfeeding women, have increased access to improved quality primary health and nutritions ervices, through innovation, participatory approaches, and digital tools.
  2. Migration: Children and youth affected by migration and displacement and their families evolve in a protective environment, are treated with equity and dignity, and are empowered to seize opportunities.
  3. Justice: Children and youth in contact with the law access rights-based, innovative, safe, restorative, inclusive, and contextually relevant justice systems which contribute to social cohesion, good governance, and peace.
  4. Empowerment and protection: Children and youth (at risk of or affected by violence, affected by migration or in contact with the law) are empowered to claim their rights and are protected by inclusive and effective global, regional, and local child protection systems.
  5. Humanitarian crises: Children, youth and their families, especially the most vulnerable or exposed to humanitarianc risis, have access to basic services and information to improve their living conditions and strengthen their capacity to face crises and climate change.
Mittelfristige Wirkung des gegenwärtigen Engagements der Schweiz

The role of Swiss NGOs in the implementation of the Swiss IC Strategy 2025-28 shall be strengthened through:

a) Sharpening the narrative on the importance of the core contribution,

b) An inclusive policy dialogue,

c) Locally led development and

d) Potential adaptations of programmes and approaches (reforms in the larger sense).
