CBM and FAIRMED, both focussing on health and disability inclusive development, join forces in the LNOB Alliance, building on Leaving No One Behind as the central and transformative promise of the Agenda 2030. The Alliance applies a rights-based approach: it works towards change at an individual level and challenges equally systemic discrimination by strengthening inclusive (health) systems and services and by supporting the agency of the most marginalised communities, including persons with disabilities, to exercise their rights

- Marginalised and at-risk communities have adequate and inclusive access to quality essential health-care services to attain their full health potential with special focus on Neglected Tropical Diseases (NTDs) and avoidabIe impairment (contributing to SDG 3).

Hintergrund |
The international environment is characterised by numerous multiple crises. The consequences of the Covid-19 pandemic, the war in Ukraine, the escalation in the Middle East, food insecurity, debt burden and inflation, climate change and the energy crisis are all having a direct impact on the world's population. They particularly affect the most vulnerable, mostly women and children and result in increasing humanitarian needs. Accelerated change is accompanied by increased uncertainty: The world is becoming more fragmented, unstable and unpredictable. Whilst the vision to reach the Sustainable Development Goals remains, challenges including the accelerating global food and nutritionc risis, shrinking civic and humanitarian space, the erosion of rule of law, intensifying armed conflicts, more frequent climate-related disasters, international migration and internal displacement, exacerbated demographics and an important gender gap hamper progress in reaching them. The mid-term review of the Sustainable Development Goals has shown only slow progress. More than 800 million people spend at least 10 per cent of their household income on health care which is driving almost 100 million people into poverty each year. Globally, one in seven persons suffers from some kind of disability and almost 150 million children live with a disability. The cycle of poverty and disability persists. Gender and disability combined represent some of the most severe forms of marginalisation and discrimination. In this context, the LNOB Alliance acts against discrimination to promote indusion and equality in society. which gives a strong legitimacyf or advocacy work: Global governance is facing significant deterioration; nevertheless, there has been notable progress in the representation of civil society in global forums such as the United Nations Conference of States Parties (UN COSP). |
Ziele | Poverty, vulnerability, disability, marginalisation, and stigmatisation exclude individuals and communities from participating in their own development and deprive them form their rights. The LNOB programme works towards changing these factors, with the following goal: empowered marginalised and at-risk communities benefit from equitable prosperity and health opportunities, are able to address social determinants of health, reduce inequality and achieve inclusion. |

The LNOB Allianceh as been able to achieve significant results in the empowerment of poor, vulnerable and marginalised communities to exercise rights and cover their basic needs as inclusive, resilient and equitable communities, and by that has contributed significantly to the SDG Outcome 1: During the Period 2021-2023 the Alliance has supported, through their local partners, over 78000 persons to access services such as education and income generation. In addition, social protection schemes for almost 226000 supported the outcome of fostering resilient communities. Outcome 2: in the same period, through their local partners, 7 million persons were reached for treatment against Neglected Tropical Diseases (e.g. leprosy) out of which 2 million were persons from marginalised communities. At the same time, to support sustainable health systems, over 41000 health staff was trained by the Alliance’s programme. Outcome 3: in order to increase communities' capacity for advocacy, over 66000 persons were trained. As a result, and with the support of the Alliance’s programme, 474 legal texts were influenced and finally changed considering inclusiveness and non-discrimination. |
Resultate des Schweizer Engagement der vorangehenden Phase | On strengthening local civil society and national ownership, The LNOB Alliance strengthened partnerships and developed its locaIly-led development approach: it worked specifically in fragile contexts and strengthened local partners through capacity building, empowered their agency and ensured their independence to define their own strategy. The Alliance LNOB focussed on the engagement with (local) organisations of persons with disabilities and has drawn conclusions from a survey on these collaborations.C ountry programmes include capacity building efforts and the build-up of own resources in disability inclusive development, supported by the global bridge training programme with the International Disability Alliance. |

The role of Swiss NGOs in the implementation of the Swiss IC Strategy 2025-28 shall be strengthened through: a) sharpening the narrative on the importance of the core contribution, b) an inclusive policy dialogue, c) Locally led development and d) potential adaptations of programmes and approaches (reforms in the larger sense). |
