Ukraine: People In Need (PIN) Improving access to protection for vulnerable conflict-affected persons in Ukraine
People in Need (PIN) provides high-proximity social protection services to vulnerable populations affected by the war in Ukraine, with a focus on the areas with most internally displaced: Zaporizhzhia, Dnipropetrovsk, Mykolaiv, Chernihiv, Volyn, Lviv, Zhytomyr, Poltava, Kropyvnytskyi, Sumy, Rivne, and Ternopil. These services are delivered by mobile teams and will include psychological support and cash for protection for people with special needs. PIN will also build the capacity of over 30 local civil society organization (CSO) partners.

| Contexto | The military offensive of the Russian Federation in Ukraine has resulted in 18 million people affected and 15.7 million people in need of urgent humanitarian assistance, including 2.8 million requiring life-saving humanitarian protection assistance. Highest needs of the population include Psychosocial Support Services (PSS), cash for protection, and capacity development of local CSO partners. UN Flash Appeal reports show that highly vulnerable population groups, such as children, the elderly and persons with disabilities are experiencing high levels of stress as a result of exposure to the ongoing conflict, including fear of attack, inadequate living conditions, and experiencing the stress and trauma of their caregivers. Surveys also show challenges facing CSOs, including, disproportionate displacement of CSOs due to heavy shellings and bombings, and limited organizational capacity to respond to the emergency crisis. |

Resultados previstos: Resultados de las fases anteriores: People in Need (PIN) has started multi-sectoral projects including MPCA, partnerships support and PSS since the start of the war in 2014. PSS services are currently ongoing in Lviv, Dnipro, Zaporizhzhia, Ternopil and Kropyvnytskyi oblasts through individual and group consultations. MPCA programming is ongoing and will be further tailored to meet the needs of people living with disabilities and elderly as a key gap since the scale-up of the response in February. Further, dedicated support to partners has rapidly increased since the escalation. As of August 2022, three trainings were conducted to improve capacities of 25 local implementing partners (humanitarian standards, protection, PSS, and security). According to the results of trainings’ evaluation, 70% of partners see their expertise as strengthened, and as the next step, there is a need for a more detailed programme to cover more partners and cover wider humanitarian topics. |

| Coordinación con otros proyectos y actores | Project will be closely coordinated with Resilient Civil Society and Media Respond to the Ukraine war. For capacity building, cooperation with Centre for First Aid of the Ukrainian Red Cross Society and with ICAR Yednannya is planned. PIN’s protection program will coordinate closely with the BHA-funded UCC, to address expenditure gaps for vulnerable households managing disability and chronic illness, and PSS programming. Finally, coordination with cluster working groups and local authorities is mandatory in all of PIN programs. Synergies and coordination is sought with the MH4U MHPSS programme implemented of the Embassy of Switzerland, in particular its add-on project to build bridges between government services, humanitarian community and local CSOs. Synergies with Caritas around cash for protection will also be explored. |
