2025 Additional Allocation to WFP Country Strategic Plan, Palestine


The World Food Programme (WFP) is one of Switzerland’s key multilateral partners, recognized for its unique dual mandate in the areas of food security and nutrition. SDC reinforces the WFP emergency response in the occupied Palestinian territory (oPt) through a contribution to the WFP Country Specific Plan (CSP) for Palestine. The contribution is part of the Federal Council’s decision from 21 May 2025 to grant CHF 9 million to humanitarian organizations in the OPT.

Contexte Since the escalation of the war in Gaza in October 2023, the oPt has been facing a gradually increasing humanitarian crisis in the Gaza Strip, but also unfolding in the West Bank. Famine threatens the population in the Gaza Strip as military actions intensify and access to sufficient humanitarian assistance is restricted. The continuous large-scale security, political and economic unrest and increased settler violence in the West Bank have resulted in economic stagnation, loss of land and restricted trade and access to resources. In addition, recent military operations in several refugee camps have led to the internal displacement of over 40’000 people that are now in need of humanitarian assistance, including food assistance.
Objectifs

WFP’s mission is a world in which every man, woman and child has access at all times to the food needed for an active and healthy life. The vision for 2030 underlying WFP’s strategic plan for 2022-2025 is that the world has eradicated food insecurity and malnutrition (SDG 2 - Zero Hunger) and national and global actors have achieved the SDGs (SDG 17 - Partnerships for the Goals). The overall goal of WFP is providing immediate food assistance in life-threatening situations while supporting countries in ensuring no one is left behind.

For the oPt, under the 2023-2028 CSP, WFP will respond to immediate humanitarian needs of Palestinian communities in the Gaza Strip and the West Bank and simultaneously addressing longstanding socioeconomic vulnerability.

Effets à moyen terme

The 2023-2028 CSP for the oPt has four outcomes.

  1. Vulnerable and food-insecure people in Palestine have improved ability to meet their food and nutrition needs throughout the year.
  2. Vulnerable people in Palestine, including youth, women and persons with disabilities, have improved access to livelihood opportunities and resilience to shocks by 2028.
  3. National institutions in Palestine have enhanced capacities to enable more sustainable, inclusive and integrated national systems and services, including social protection, by 2028.
  4. Humanitarian and development actors in Palestine have access to efficient and effective services and support throughout the year.

This contribution is earmarked to CSP Outcome 1 and 4.

Résultats

Principaux résultats attendus:   WFP will maintain its large-scale distributions of unconditional food assistance, providing customized and equitable access to food.


Principaux résultats antérieurs:  

  • In the current crisis, WFP has proven massive reach and adaptability, supporting 1.5 million people in Gaza in 2023, constituting three times the planned caseload. In 2024, WFP has reached 1.9 million people in the Gaza Strip with food, cash and nutrition support and close to 300’000 people in the West Bank.
  • During the ceasefire window in early 2025, WFP assisted 1.2 million people in the Gaza Strip.
