On 26 February 2025, the Federal Council approved the Foreign Policy Report 2024. The report sets out the progress that has been made in achieving the 28 objectives of the Foreign Policy Strategy 2024–27. A special thematic focus section examines the influence of the BRICS group of states (including Brazil, Russia, India, China and South Africa) on the world order and outlines Switzerland's strategy for relations with those states.

The 2025–28 country programme marks the start of a twelve-year federal support process for reconstruction, reform and sustainable development in Ukraine. At its meeting on 12 February, the Federal Council defined the priorities of the country programme, namely protection of the civilian population, peace, economic recovery and strengthening institutions. CHF 1.5 billion from the international cooperation budget has been earmarked up to 2028. Ambassador Jacques Gerber, the Federal Council's delegate for Ukraine, is responsible for implementing the country programme.

On 12 February, the Federal Council decided to adopt the measures of the 15th EU sanctions package against Russia. These measures will come into force on 13 February. On 23 December 2024, 54 individuals and 30 entities had already been added to Switzerland’s sanctions list against Russia.

23 January 2025, Davos, Switzerland – Today, on the occasion of the World Economic Forum, Switzerland and Ukraine signed a Memorandum of Understanding as a part of the efforts to involve the Swiss private sector in Ukraine’s recovery and reconstruction. The agreement was signed by Guy Parmelin, Federal Councillor, Head of the Federal Department of Economic Affairs, Education and Research and Yuliia Svyrydenko, First Deputy Prime Minister of Ukraine, Minister of Economy of Ukraine. The Memorandum of Understanding envisages that the Ministry of Economy of Ukraine and the State Secretariat of Economic Affairs of Switzerland jointly select projects to be implemented in Ukraine by Swiss businesses to ensure they cover Ukraine’s acute needs. The document marks an important milestone in a collaboration between Switzerland and Ukraine on the latter’s recovery and reconstruction.

Due to the intensified Russian attacks, large parts of the Ukrainian population are suffering from cuts to power and heating. Switzerland is helping Ukraine to cope with the challenges of winter with almost CHF 45 million. The funds will be used to restore energy infrastructure, renovate damaged homes and meet urgent humanitarian needs.

The first day of the Ukraine Mine Action Conference 2024 ended today with the presentation of the Lausanne Call for Action, which reaffirms the support of the majority of the countries present for humanitarian demining in Ukraine and around the world. The appeal calls for the needs of victims and disabled people to be addressed and promoting partnership and innovation to increase effectiveness in mine action. The conference, held in Lausanne at the EHL Hospitality Business School, brings together representatives of states, international organisations and partners in humanitarian demining.

Switzerland is organising a new shipment of equipment for Ukraine. This includes machines to clear rubble and debris, as well as firefighting equipment, which will be handed over to Ukraine's civil protection agency.The Swiss Agency for Development and Cooperation (SDC) of the FDFA will finance and coordinate the transport. The Federal Department of Defence, Civil Protection and Sport (DDPS) has donated the equipment, valued at CHF 5.6 million.
11 buses from Switzerland will soon serve passengers in Chernihiv

The municipality of St. Gallen, Switzerland, is handing over 11 public buses to the Chernihiv City Council. The vehicles are in excellent condition, as certified by specialists during an independent assessment. This is the first transfer of buses between municipalities. The goal of the project is to create a mechanism for the transfer of buses from Swiss to Ukrainian municipalities, which will facilitate decentralized inter-municipal cooperation.
