Contribution to the WHO Health Emergency response in the Gaza Strip and the West Bank


Switzerland supports WHO’s health emergency intervention in the OPT in response to the ongoing armed conflict. WHO aims to save lives and reduce preventable morbidity and mortality with a focus on the delivery of essential health services, supplies and medical evacuations. The contribution is part of the Federal Council’s decision of 21 May 2025 to grant CHF 9 million in humanitarian relief assistance in the OPT.

Contexte Since October 2023, Gaza’s health system has been weakened by the ongoing armed conflict. The significant damage to the medical infrastructure has left many without access to medical care, including treatment for chronic illnesses, maternal and infant care, and mental health support. Disease outbreaks, malnutrition and violence are rising as the war continues. Humanitarian aid provision is restricted, worsening conditions and limiting access to life-saving services are observed. Since the outbreak of the war, at least 125,000 people are reported to be injured and thousands, including many children, urgently need specialized treatment, while medical supplies and fuel remain critically scarce. In the West Bank, the health situation has also worsened and access to essential healthcare is limited.
Objectifs To save lives, reduce morbidity and mortality, including from preventable causes, and support health system recovery through an accountable and coordinated health emergency response.

1.1 The essential health service package is continually revised to respond to evolving needs

1.2 Essential medicines, medical supplies and equipment are procured and delivered to maintain essential health services and ambulances networks

1.3 Health operations support is provided to strengthen essential health services

1.4 Health facility infrastructure, WASH and other medical services are supported

1.5 Referral pathways within the Gaza Strip and medical evacuation are operationalized

1.6 Services for the management of acute malnutrition are maintained

2.1 The health response is coordinated and delivered with all partners

2.2 The strategic and operational capacity of the public health emergency operations centre is strengthened

2.3 Emergency medical team support across the Gaza Strip is scaled up, facilitated and coordinated

2.4 Sexual exploitation, abuse and harassment are prevented and responded to

2.5 Health needs and public health priorities are advocated for and communicated to stakeholders
