Swiss Cooperation Programme in BiH 2021–24

Bosnia and Herzegovina has made progress towards political and macroeconomic stability, but considerable challenges remain. To tackle these, Switzerland will continue to support the country in specific sectors in line with the priorities defined by the Government of Bosnia and Herzegovina and will work with partners who can accelerate reforms and develop new perspectives and opportunities. It takes into account the needs and the challenges Bosnia and Herzegovina faces and leverages Switzerland’s comparative advantages and interests in key areas.

Building on Switzerland’s long-term presence in the country and earlier achievements, the Swiss Cooperation Programme 2021–24 (PDF, 21 Pages, 1.7 MB, English) focuses on three thematic areas: Economic Development and Employment, Health, and Local Governance and Municipal Services. Switzerland has relevant expertise in all three areas and we are confident that we can make an effective contribution to the further development of Bosnia and Herzegovina. We count on the ownership and leadership of our partners to achieve lasting reforms and results. The foreseen financial commitments for the 2021–24 period amount to CHF 63 million, whereas the total amount of Swiss funds for Bosnia and Herzegovina may reach a maximum amount of CHF 79 million.

The new Cooperation Programme was developed by the Swiss Agency for Development and Cooperation (SDC) and the Swiss State Secretariat for Economic Affairs (SECO), in close consultation with the Swiss State Secretariat for Migration (SEM), as well as government offices and partners from the civil society and the economy in Bosnia and Herzegovina. The SDC and SECO cooperate and coordinate closely in the implementation of the Cooperation Programme, through the Swiss Embassy in Bosnia and Herzegovina.

Swiss Cooperation Strategy in BiH 2017-2020

The Swiss Cooperation Strategy Bosnia and Herzegovina 2017-2020 is the expression of Switzerland’s renewed commitment to continue its longstanding partnership with Bosnia and Herzegovina.

The overall goal of the Swiss Cooperation Program is to provide more and better economic, social and political opportunities and perspectives to the people of Bosnia and Herzegovina. In the spirit of our long term commitment and engagement, the main domains remain unchanged: Health, Economy and Employment, as well as Democratic Governance, Municipal Services and Justice.  

This Strategy has been carefully elaborated in discussion between the Swiss Government, mainly acting through the Swiss Agency for Development and Cooperation (SDC) and the Swiss State Secretariat for Economic Affairs (SECO), and our partners in Bosnia and Herzegovina. It represents the Swiss offer for partnership and cooperation with Bosnia and Herzegovina over the coming four years.

The Embassy of Switzerland in Bosnia and Herzegovina remains interlocutor for the implementation of the strategy.

Swiss Cooperation Strategy in BiH 2013-2016

The Swiss Cooperation Strategy in Bosnia and Herzegovina 2013-2016 has been designed with a view to capitalise on acuired sector and country expertise and related networks as well as to profit from past investments made.

It has an element of continuity but at the same time also of re-orientation towards new challenges and opportunities. The domains has been selected with a view to continue, adjust and expand activities where local and national partnership are well established and donor and government coordination is producing good results.

This refers to Rule of Law and Democracy, Economy and Employment as well as Basic Infrastructure. Health has been defined as new domain, replacing the previous broader Social Domain, in order to better focus Swiss support.
