Climate Services for a Resilient Albania (ALBAdapt)
The project will increase Albania’s adaptive capacity and climate resilience through the effective generation and use of climate information and services. It will develop an innovative Multi Hazard Impact Based Early Warning System in line with international standards. The MeteoSwiss expertise will be of added value in leveraging the Green Climate Fund engagement and complementing the SECO contribution to this large strategic project.

- Albania has an enhanced National Meteorological and Hydrological Service and a National Framework for Climate Services capable of providing weather, hydrological and climate information services in support of policies, plans and operations across all priority sectors (outcome at institutional level).
- Albania establishes a widely available early warning system and targeted early action services – saving lives, livelihoods and reducing climate disaster risks (outcome at institutional level).
- Improved climate informed decisions for adaptation measures (outcome at population level).
- The implementing partner is GIZ, as lead agency, and Swiss Federal Office of Meteorology and Climatology, which will be contracted through a direct award from GIZ.
- Close coordination will take place between the SDC and SECO contributions to this same project. Coordination will also be fostered with the SECO dominated climate change portfolio.
- Through participation in the Steering Committee, Switzerland will strengthen its visibility, credibility and prominent position in the policy dialogue on climate change.
- The Government of Albania’s Integrated Policy Management Group on Environment and Climate Change serves to coordinate the initiatives of development partners.

Contesto | Albania is the most climate vulnerable country in Europe. Its ability to cope with climate change is hampered by the government’s deficiency to produce science based information and to translate it into warnings and decision support tools to reduce the impact of climate change for vulnerable communities in the coastal area. |
Obiettivi | The adaptive capacity and climate resilience of Albania is increased, particularly of its coastal zone and selected basins, through generation, coordination and effective use of climate information and services. |

The direct beneficiaries are: 1. Institute of Geosciences at the Polytechnic University of Tirana and National Civil Protection Agency which are part of National Framework for Climate Services. 2. Risultati principali attesi: 1.1. Enhanced capacities of the National Meteorological and Hydrological Service leading to reliable data for tailored weather, hydrological and climate services. 1.2. An operational National Framework for Climate Services as a national coordination and innovation body and knowledge hub. 2.1. A Multi Hazard Early Warning System is nationally enabled and deployed in the coastal belt. 3.1. A climate innovation ecosystem to support investment and decision making for adaptation is established and operational. 3.2. Climate informed adaptation measures are analysed, developed and ready for implementation. Risultati fasi precedenti: Swiss Federal Office of Meteorology and Climatology conducted a feasibility study, which reached the following conclusions: (1) Albania is the only country in Europe that does not have a dedicated around the clock National Meteorological and Hydrological Service due to limited policy, institutional, financial and human capacities; (2) Multi Hazard Early Warning System is fragmented and inefficient due to institutional overlaps and lack of expertise. |
