Ukraine Direct Humanitarian Actions, Restoration of Infrastructure (WASH, Emergency)
14 months after the full-scale invasion into Ukrainian territory the areas close to the frontline and Newly Accessible Areas remain severely affected by war. International support is needed to restore essential infrastructure and keep it operational for the provision of basic water services. This second phase programme targets comprehensive WASH humanitarian response and support partners through engineering designs, material delivery and projects in WASH and WASH related emergency response activities.

- Vodakanals (VK) / State Emergency Service Ukraine (SESU) / City councils (municipalities)
- Civilian population in conflict-affected areas, with a focus on the most vulnerable dependent on public water and sanitation services
- Service providers have restored operation of their water and sewage infrastructure and improved resilience (including build-back-better)
- WASH conditions are improved in critical health facilities and public sanitation facilities
- Potential emergency situations triggered by warfare are addressed
- Restoration of damaged essential water, sanitation, heating and power infrastructure. Providing technical designs, construction material, equipment and machinery for water and sewage networks including training on that modern equipment
- Water and wastewater related emergency response is supported and/or carried out where and when appropriate
- Service Providers are supported and have enhanced capacity for project development and management

Ukraine suffers from Russian’s military aggression since the 24th of February 2022. During the occupation and specifically during the warfare in winter 2022 water and energy infrastructure were explicitly targeted. As a result of hostilities essential infrastructure is being damaged and continues to break due to hostilities and lack of maintenance. Citizens, who have stayed or have returned to the affected area, are challenged with difficult living conditions and lack of basic services, mainly in the East and South. The population in the Newly Accessible Areas (NAA) in the oblasts Kharkiv, Zaphorizhzhia, Kherson, Mykolaiv, Donetsk and along the frontline have the highest needs for humanitarian support. The uncertainty of the frontline movement, including the impact of the announced spring Ukrainian counter-offensive, requires flexible programmes to assist the most vulnerable population in the most affected areas. |

Risultati principali attesi: Risultati fasi precedenti: Service Providers (Vodakanals and municipalities) have been enabled to repair, rehabilitate and keep essential infrastructure running. Early recovery and reconstruction projects in cities and municipalities which were accessible since November 2022 have been supported with the delivery of material. The installations of the material through the local partners have contributed to assist more than 1 Mio people. |
