Development Effectiveness Activities and Focal Point Development Effectiveness (DE) 2025-2028
In a time when getting more impact with less resources available becomes urgent, development effectiveness is the only way forward. Switzerland has been committed to this Agenda since the process started in 2005. It has acted as co-chair of the Global Partnership for Effective Development Cooperation (GPEDC) from 2019 to 2022, hosted the 2022 Summit and remains a member of the steering committee. Switzerland will support the Joint Support Team (JST) based at UNDP for preparing and mobilizing countries to participate in the development effectiveness (DE) monitoring to further advance this agenda.

- 59 countries are participating in the current monitoring round (35 in 2018). 29 countries are priority countries for Swiss Development Cooperation (SDC/SECO).
- Switzerland co-chaired GPEDC 2019-2022. The Development Effectiveness Summit (High Level Meeting) was held in Geneva in 2022. The Summit, attended by 130 countries, civil society and private sector representatives, allowed Switzerland to showcase its engagement for development effectiveness.
- The financial support to and direct collaboration with the Joint Support Team at UNDP in New York as well as at OECD in Paris have contributed to the success the co-chairmanship and the Summit 2022
- In 2022 Sweden took over as co-chair, Switzerland remained as a member of the GPEDC steering committee.
- Results from the GPEDC monitoring directly inform the indicators on SDG targets: 5.c, 17.15 and 17.16

| Background | In a time where development actors need to achieve more with less in order to create significant progress on the road towards the SDGs the effectiveness of development cooperation becomes even more relevant. Only if the quality of cooperation between countries is significantly enhanced, development cooperation will be able to contribute to address global challenges and public spending for Official Development Assistance (ODA) will remain acceptable for taxpayers in donor countries. To enhance effectiveness, four fundamental principles were defined during a series of international conferences: country ownership, focus on results, inclusive partnerships, transparency and accountability. Switzerland participated in the elaboration of these principles, endorsed the outcomes of the conferences where these issues were discussed and has supported the DE agenda since its inception (Busan 2011). As a consequence, the Swiss Strategy on International Cooperation 2025–2028 complies with the commitments made. |
