Global Shelter Cluster, IFRC: Green Shelter and Settlements Response

The project will support the implementation of the new Global Shelter Cluster strategy (2024-2028) and in particular the knowledge and capacity building pillars of the Global Shelter Cluster environmental strategic approach with the main objective of the systematic integration of environmental and climate considerations into shelter and settlement responses.

Background Humanitarian shelter responses require a rapid and large mobilization of shelter and construction materials as well as essential household items/non-food items to meet lifesaving and life-supporting needs. Hence, shelter and settlements responses carry one of the highest risks of negative environmental impacts in a humanitarian response, including risks of increased deforestation or overuse of natural resources, the frequent use of plastics and of materials which contribute significantly to greenhouse gas emissions. To tackle this issue, the Global Shelter Cluster (GSC) has strengthened its focus to advance and support partners to reduce negative environmental impacts of shelter responses and also consider climate change adaptation and mitigation measures.
Objectives Improving the quality and effectiveness of humanitarian assistance through the systematic integration of environmental considerations into shelter and settlement responses.
Target groups
  • Shelter country cluster coordinators
  • Shelter cluster partners at country level
  • Shelter cluster partners at global level
  • The shelter sector

Indirect target group:

  • Disaster and crisis affected communities
Medium-term outcomes
  • Knowledge on environmentally-sound shelter and settlement responses and innovations is curated and shared, filling knowledge gaps where they exist (Knowledge)
  • Capacity of country-level clusters to deliver greener humanitarian responses is enhanced, through the provision of localised environmental information and decision-making support tools (Cluster Capacity)
Results

Expected results:

  • 10 case studies of greener shelter interventions and innovations
  • The Environment Community of Practice page of the GSC website is restructured to improve the knowledge management of environmental resources
  • Series of learning events of the Environment, Recovery and Technical Communities of Practice
  • 10 country-cluster receive technical support to operationalise environmental country profiles for shelter and settlement response
  • 5 new environmental country profiles for shelter and settlement response
  • Piloting and roll-out of Essential Household Items/Non-Food Items Score Card
  • Environmental Addendum to the Settlements Approach Guidance

Results from previous phases:   Over successive years, the GSC has been able to advance a number of initiatives to address the environmental challenges facing the sector i.e. an active Environment Community of Practice (ECOP). Since early 2022, the GSC has a three person “Green Team” dedicated to this work and this project builds on the progress made by the GSC Green Team and the ECOP over the past decade and contributes to the strategic environmental approach of the GSC.

Coordination with other projects and actors The GSC, either directly or through its lead agencies or its Environment Community of Practice, is involved in a range of initiatives that advance the environmental agenda in the humanitarian sector and promote and advocate for synergies between the GSC greening efforts and the activities of other partners. Synergies and coordination will be sought with these initiatives (i.e. the Joint Initiative (JI) for Sustainable Humanitarian Packaging Waste Management, Environmentally Sustainable Logistics (WREC) Project, Sustainable Supply Chain Alliance (SSCA) Project).
