Enhanced Opportunities for the Returning Migrants in Georgia


The project will support key areas of the Swiss-Georgian migration partnership: including return assistance, skills development, and diaspora engagement. It aims to strengthen the national migration management system by tackling systemic challenges, such as limited capacity and coordination between national and local stakeholders, insufficient local participation and resources, and a lack of engagement from the private sector. The focus will be on the integration of returned migrants.

Contesto There has been an increase in the number of migrants and asylum seekers among Georgian citizens to EU+countries (including Switzerland) over the past decade. A major contributor to this trend has been inadequate access to employment opportunities and social services for local residents and returned migrants. During the inception phase, the International Organization for Migration (IOM) carried out an in-depth study on the root causes of emigration from Georgia and on measures to reduce it. These measures all fully align with the Switzerland-Georgia Migration Partnership as well as the Georgian Migration Strategy 2021-2030, which prioritizes reintegrating returned migrants. The project will strengthen the capacity and cooperation of key local stakeholders to facilitate transformative change and create a sustainable system of effective social services for returnees and their communities. 
Obiettivi Returned Migrants leverage opportunities from favorable migrant reintegration framework, improving their economic and social well-being.
Gruppi target

End  beneficiaries  -  returned migrants  and their  families—will  gain upgraded  skills, financial  literacy,  access  to  finance,  better employment, and improved health and social services.  Specifically,  2000  returnees  will increase income and 4000 returnees will gain access  to  local  social  health  and  education services. 

Direct  beneficiaries  will  include  national stakeholders (public and private, central and local).  Indirect  beneficiaries  of  the project will be those private enterprises, commercial banks, and  sectoral ministries,  all benefiting from a  skilled  workforce  and  enhanced financial inclusion. 

Effetti a medio termine

Outcome 1: National stakeholders improve their responsiveness and ensure sustainable reintegration of returnees.

Outcome 2: Local self-governments and stakeholders at local level contribute to sustainable reintegration of returnees.

Outcome 3: Returned migrants are enabled to sustainably reintegrate in communities of their return.

Risultati

Risultati principali attesi:  

  • Capacities  of migrants  to  be employed  and  enhance their social linkages are improved. 
  • Capacities  of  migrants  and  their  family  members  to access  finance and invest  remittances  effectively  are enhanced. 
  • Capacities  of  local  self-governments  to  engage  with relevant  stakeholders  on  migrant  reintegration are  strengthened,  as  well  as  providing  returnees with information,  counseling  and  referrals  to  available programs and services. 
  • Capacities of  the national stakeholders are enhanced to fulfil their roles in the revision and implementation of the improved reintegration framework.  


Risultati fasi precedenti:  

  • The inception phase identified the diverse needs of returned migrants and emphasized the importance of tailoring reintegration efforts to meet them.
  • Evaluations of policies, programs, and institutions supporting reintegration revealed a lack of coordination between national and local institutions, as well as limited recognition of the value of returned migrants by the private sector, highlighting the need to improve coordination and sensitization of respective players.
  • The inception phase recognized willingness and need among key stakeholders to shift their role from passive recipients to active co-creators of transformative change in the migrant reintegration system.
