Bioculture and Climate Change
Bolivia is highly vulnerable to the effects of Climate Change, particularly in its regions of greater population density and poverty. Over two phases, the program has helped Bolivia to improve the resilience capacity of its most vulnerable communities, while in parallel building up and strengthening the public sector’s capacity in this area. The third and final phase aims to consolidate the mechanisms put in place by the State to implement its climate change related policies at national and subnational levels.

The rising temperature on the planet, caused by greenhouse gas emissions, is leading to severe changes in climate, which are evident in temperature variations that in turn produce negative impacts on rainfall patterns and their frequency and the presence of extreme weather events with negative effects on ecosystems and their inhabitants. Within the context described above, with support of the Swiss Cooperation the State has been developing and promoting a biocultural territorial management approach, which seeks to encourage the sustainable management of territories and strengthen their resilience to Climate Change. In the third and final phase of the project, the focus will be on enriching public policies with good practices implemented at the local level, while achieving the functionality of public investment mechanisms and enhancing the resilience capacity in climate change issues, at all three levels of the State and among the general population. Despite the changes in government, it is confirmed that the climate change policy will receive positive support. |
Obiettivi | Consolidate, at the national and subnational levels, the biocultural territorial management approach, ensuring its sustainability and upscaling, within the framework of the comprehensive development policy in harmony with Mother Earth and the multi-stakeholder territorial management model, in rural communities that are vulnerable to the effects of Climate Change in Bolivia. |

Outcome 1: The Plurinational Authority of Mother Earth, with strengthened technical, operational and financial capacities, implements and promotes climate actions within the framework of the Public Policy on Climate Change; Outcome 2: The knowledge and information with replication possibilities, based on territorial biocultural models, are systematized and transferred to the public sector for implementation and upscaling; Outcome 3: At least five Life Systems - natural ecosystems and the sociocultural units inhabiting them - have improved their capacity to adapt to Climate Change, function as Biocultural Territorial Models and interact in knowledge networks. |
Risultati |
Risultati principali attesi: - Technical, operational, administrative and organizational institutional capacity of the APMT strengthened and articulated at the national and subnational levels; - The Plurinational Fund of Mother Earth strengthened with operational and financing management capacity, executes financial resources through prioritized SdV projects with high vulnerability; - The public policy on CC and its operational instruments have been transferred and disseminated at the national and subnational levels; - Territorial experiences in sustainable CC management have been validated by the public system for upscaling; - Agreed on Biocultural Territorial Models contribute to the implementation of guidelines of the Public Policy on Climate Change. Risultati fasi precedenti: - Thanks to the project actions, public investment in the work areas has increased by 9% in relation to te baseline (2015); - Improvement in environmental functions and conservation status of 142,000 ha; - Food security in the face of climate change has been improved by 12%, and 12,600 families have improved their net income by more than 25%; - 46% of women have improved their capacities for climate change management; - An external study estimated a positive Cost-Benefit ratio of 1.17 |
